Department of Housing and Urban Development News Briefs - June 2023

The U.S. Department of Housing and Urban Development (HUD) in April announced more than $98 million in supplemental awards for the Choice Neighborhoods Implementation Grantees program. Public housing authorities (PHAs) in Arizona, California, Florida, Maine, Michigan, Missouri, Nebraska, New Jersey, North Carolina, Ohio, Oklahoma, Texas and Virginia received awards. The program aids the redevelopment of severely distressed, HUD-assisted properties into mixed-income communities. HUD additionally announced a notice of funding opportunity for $10 million in Choice Neighborhoods Planning Grants funding to support locally planning efforts. Choice Neighborhoods Planning Grants are two-year grants of up to $500,000 each.


The Public and Affordable Housing Research Corporation (PAHRC) in April released a report examining how PHAs are addressing equity considerations. The findings report that roughly 20% of PHAs launched an initiative to increase equity among those they serve, more than 80% had adopted strategies including providing additional services and partnerships, recruiting and educating landlords, revising their policies, and conducting additional staff training to promote equitable and successful outcomes. Most PHAs reported being resource-limited in their ability to take on larger initiatives. The full report is available on the PAHRC website.


Construction launched in April on the $30 million Otto Veterans Square in Chicago Heights, Illinois. The four-story, 82-apartment property is aimed at veterans. The National Equity Fund provided tax credit equity for the 9% LIHTCs as well as a $350,000 grant from HUD.
